In partnership with the homelessness sector, CHP is developing an Industry Transition Plan that will get us from where we are now to where we need to go in the future.
The Commonwealth and Victorian governments are undertaking significant changes to the way the community services, including the disability, mental health, family violence, child and family, and housing and homelessness sectors, are working. Examples include the transition of some clients with disabilities to the National Disability Insurance Scheme and the development of the Victorian Housing Register.
Over the next five months The Council to Homeless Persons (CHP), the peak body for homelessness in Victoria, will work in partnership with the SHS and DHHS to develop an industry plan. The plan is designed to identify the impact of government direction on the SHS and, create strategies to meet identified future needs.
The SHS Transition Plan will be delivered to DHHS in March 2018.
CHP has identified two key elements that need to underpin an industry transition plan for the SHS:
- Building organisational readiness
- Building workforce capacity
The SHS transition planning process will occur between November 2017 and February 2018.
All SHS services will be invited to participate in the consultation process. The Council to Homeless Persons will ensure all SHS service types, organisational sizes and geographical service settings are represented in plan development. Opportunities will also be provided for services and individuals sitting outside the SHS to contribute to consultations.
A two-stage consultation process will be used. Initially, broad feedback will be gathered from stakeholders across the 10 priority areas, allowing us to create a set of key industry themes. Subsequently, follow up consultations will test these themes, and provide opportunities to refine and better specify key plan elements. A draft plan will be circulated for comment prior to submission of the plan to DHHS.
Multiple consultation methods are being used to gather data. These include:
- Metropolitan and regional forums
- Meetings with existing SHS networks
- Focus groups with specific SHS cohorts, including consumers
- Online survey’s
- Interviews with key informants
- Organisational submissions responding to the SHS Transition Plan Discussion Paper.
A register of interested participants will be maintained to ensure all contributors have an opportunity to review and provide feedback on the draft plan.

Venue: Jasper Hotel, 489 Elizabeth St, Melbourne
Lunch will be provided at the conclusion of each forum to allow for networking opportunities.
