About the Specialist Homelessness Sector Transition Survey

CHP is currently working on developing a homelessness sector Industry Transition Plan, together with the sector and funded by Government. It is fantastic to have this type of government support for the development of the community sector. This is a wonderful opportunity for us to consider how to further build on the great work that is currently being done.  Your responses to the Industry Transition Plan Survey will help identify strategies to meet identified future needs. The plan will get us from where we are now to where we need to go in the future.

The Commonwealth and Victorian governments are implementing a range of new policy directions across the community services sectors, including the disability, mental health, family violence, child and family and housing and homelessness sectors.

Some specific examples of these include:

  • The Family Violence Housing Blitz which delivering housing and support to those affected by family violence
  • The Victorian Housing Register to improve access to social housing for vulnerable populations, and ensuring people only need to apply once for social housing.
  • The National Disability Insurance Scheme is a new way to help people under 65 with disability get care and supports

CHP has been funded by government to work in partnership with the specialist homelessness sector to develop an Industry Transition Plan for the sector.  This type of government support for the development of our sector is both important and appreciated.

The Industry Transition Plan will identify the impact of the new policy directions and create strategies to meet identified future needs.  The development of the plan provides an excellent opportunity for us to consider how to further build on the great work that is already being done.

The plan will support our sector to get from where we are now to where we need to go in the future.

The SHS Transition Plan has to be delivered to DHHS in March 2018.

CHP has identified two key elements that need to underpin an industry transition plan for the SHS:

    • Building organisational capacity and readiness
    • Building workforce capacity and readiness

Consultation Process

The SHS transition planning process will occur between November 2017 and February 2018.

All SHS services will be invited to participate in the consultation process. CHP will ensure all SHS service types, organisational sizes and geographical service settings are represented in plan development. Opportunities will also be provided for services and individuals sitting outside the SHS to contribute to consultations.

A two-stage consultation process will be used. Initially, broad feedback will be gathered from stakeholders across the 10 priority areas, allowing us to create a set of key industry themes. Subsequently, follow up consultations will test these themes, and provide opportunities to refine and better specify key plan elements. A draft plan will be circulated for comment prior to submission of the plan to DHHS.

Multiple consultation methods are being used to gather data. These include:

  • Metropolitan and regional forums
  • Meetings with existing SHS networks
  • Focus groups with specific SHS cohorts, including consumers
  • Online survey’s
  • Interviews with key informants
  • Organisational submissions responding to the SHS Transition Plan Discussion Paper.

How to complete the survey

There are 5 different survey categories. You only need to complete the ones you are interested in. The categories are:

  • Placing consumers at the centre of service delivery
  • Place-based approaches
  • Focusing on outcomes and using more evidence-based approaches to practice
  • New information-sharing provisions and digital technologies
  • Funding to support flexible, person-centred service delivery
