Council to Homeless Persons has released its 2025-26 Victorian Budget submission. It emphasises that homelessness is not an unsolvable problem and that in fact as a sector and government there is a clear roadmap to end homelessness.
The Victorian Government has shown its commitment to positive change. The sector is ready and reform is underway. Now is the moment to bring all the essential pieces together for an effective system that can end the housing and homelessness crisis.
This submission lays out the key elements of a system to eradicate homelessness, and the first steps for new investment from a State dedicated to that cause.
