Getting Outcome Measurement Right for the Specialist Homelessness Sector

Outcome-based approaches to service design and delivery are an increasing focus for the specialist homelessness sector (SHS). This report is a result of a two-year process of research and consultation, exploring how to get outcomes right for the specialist homelessness sector.
The paper proposes a way forward, both in terms of the processes needed to successfully embed an outcomes architecture in homelessness service delivery, and in identifying the measurement domains that best reflect the outcomes we seek to achieve with homelessness service interventions.
