City of Melbourne’s Council Plan 2025-2029 sets out its steps throughout the next four years towards attaining its 2050 Vision, including through supporting the health and wellbeing of the community.
In CHP’s feedback submission, we noted that City of Melbourne, as Victoria’s capital, is well placed to make a significant contribution towards ending homelessness in this state, in collaboration with other levels of government, and has the responsibility to do so.
We outline more that can be done at a local government level to aid homelessness prevention.
We welcome the Plan’s commitment to providing effective crisis responses for people sleeping rough, but express concern about the Plan’s proposed exploration of the ill-suited “No Second Night Out” model; and Council’s proposal to expand its Community Safety Officer program to respond to rough sleeping.
Finally, we welcome the Council’s commitment to social housing but emphasise that “social housing” must be explicitly included within the Plan’s proposed Key Activities.
