Response to the Minimum Standards for Rental Properties and Rooming Houses

As part of a review of available services for renters, Consumer Affairs Victoria sought consultations on a discussion paper outlining key issues for Victorian renters. Consumer Affairs Victoria (CAV) sought to understand how demand for renter services is changing; the level of unmet need for renter services; and ideas for making renter services more accessible for more Victorians.
CHP in principle supports an expansion of renter services that aim to keep people secure in their private rentals. Victorian renters are struggling–and we welcome the review of renter services. We recommend that effective programs like Tenancy Assistance and Advocacy (TAAP) and Private Rental Assistance Program (PRAP) be expanded to meet surging demand for support. TAAP provides renters with information and support to resolve disputes with their landlords, while PRAP helps renters maintain their private rentals in times of financial hardship. These programs are effective in preventing homelessness.
