Response to the Residential Tenancies (Rooming House Standards) Regulations 2022 – Regulatory Impact Statement

This submission contains CHP’s comments on the effectiveness and impact of Victoria’s current rooming house regulations, the proposed updates and prescription of further standards in the 2023 proposed regulations.

People living in rooming houses are defined as experiencing homelessness under the Australian Bureau of Statistics’ definition of homelessness.

In this submission, CHP advocates for a significant improvement in the rooming house minimum standards. High standards are warranted, especially given the high level of vulnerability of rooming house residents.
