In this submission we explore a number of key themes relating to homelessness: housing, Aboriginal and Torres Strait Islander homelessness, homelessness prevention, early intervention, long term and recurring homelessness, and youth homelessness. Through each of these themes runs a constant thread; the greatest challenge of addressing homelessness is to gain access to housing that a person can afford. Currently, there is too little such housing, and as a result, homelessness grows.
