Council to Homeless Persons (CHP) welcomes the opportunity to provide a submission to the Productivity Commission issues paper Human Services: Identifying Sectors for Reform.

As the peak body of the Victorian specialist homelessness sector, our response focuses on the context of the specialist homelessness service system in Victoria, and the issues presented by the introduction of competition, contestability and user choice.
