In April 2025, Council to Homeless Persons convened the Victorian Youth Homelessness Assembly, which brought together nearly two hundred Specialist Homelessness Sector representatives, academics and lived experience experts to inform the development of a new Youth Homelessness Strategy for Victoria.
The Assembly’s Final Report consolidates the insights shared at the event, outlining the sector’s priorities for what needs to be in a best practice, modern strategy. Recommendations are provided across six key reform areas: prevention and early intervention, family violence responses, crisis accommodation, supported housing, transition programs, and health and holistic care.
In conjunction with release of the Assembly Final Report, the Steering Committee of the Victorian Youth Homelessness Assembly has issued a statement, writing to the Premier and eight Ministers calling on the Victorian Government to now fund and co-design a new Youth Homelessness Strategy based on the report’s findings.
